Role Overview:

The Human Resources Officer will manage day-to-day HR operations, staff welfare, talent acquisition, payroll processing, and regulatory compliance at Kigali Citizens Park (KCP) Hotel and Apartment. The ideal candidate will ensure smooth workplace operations while aligning all HR practices with Rwanda's labor regulations, health and safety standards, and organizational objectives.

Key Responsibilities:

  • Recruitment, Onboarding & Staffing: Lead end-to-end recruitment for administrative, technical, and outdoor operational staff (groundskeepers, maintenance, security). Coordinate job postings, CV screening, shortlisting, technical tests, and interviews.
  • Compliance & Labor Relations: Ensure strict adherence to Rwanda's Labor Law (of 30/08/2018) and related statutory regulations. Serve as the primary contact point for employee grievances, workplace conflict resolution, and disciplinary proceedings.
  • Payroll, Statutory Contributions & Benefits: Prepare monthly payroll data (attendance, leave, overtime, allowances). Manage statutory declarations and remittances to RSSB (Pension, RAMA, Occupational Hazards, and Maternity Leave Scheme).

Required Qualifications & Experience:

  • Bachelor's degree in Human Resource Management, Business Administration (HR option), Public Administration, or related field
  • Minimum 3–5 years of progressive generalist HR experience (managing operational/field staff alongside administrative teams)
  • Thorough understanding of Rwandan Labor Code, RSSB procedures, tax regulations (PAYE), and local labor standards
  • Professional fluency in Kinyarwanda and English (spoken and written); proficiency in French is an added advantage

Key Responsibilities:

Procurement Officer

Role Overview:

The Procurement Officer will oversee all purchasing activities, vendor management, supply chain logistics, and contract negotiations for Kigali Citizens Park. This role ensures that all goods, works, and services are acquired in a timely, cost-effective, and transparent manner, strictly adhering to Rwanda's legal procurement frameworks and organizational guidelines.

Key Responsibilities:

  • Sourcing & Supplier Management: Identify, evaluate, and manage reliable suppliers and contractors for park operations (landscaping tools, safety gear, facility maintenance, event infrastructure). Maintain up-to-date database of pre-qualified vendors.
  • Tendering, Bidding & Contract Administration: Prepare standard bidding documents, Requests for Quotation (RFQs), RFPs, and EOIs. Coordinate Tender Evaluation Committees, review bids, compile evaluation reports, and enforce SLAs.
  • Regulatory Compliance & Governance: Ensure all purchasing aligns with Rwanda Public Procurement Authority (RPPA) regulations and organizational governance policies. Manage e-procurement platforms (such as UMUCYO).

Required Qualifications & Experience:

  • Bachelor's degree in Procurement, Supply Chain Management, Logistics, Business Administration, or related field (CIPS certification is highly advantageous)
  • Minimum 3–5 years of generalist procurement experience in Rwanda, preferably managing technical equipment, facility maintenance supplies, or public infrastructure

Required Qualifications & Experience:
